libapogee-dev software package provides Alta camera control library (development files), you can install in your Ubuntu 16.04 LTS (Xenial Xerus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libapogee-dev
libapogee-dev is installed in your system.
Make ensure the libapogee-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libapogee-dev *
You will get with libapogee-dev package name, version, architecture and description in a table
